Suspension of Postal Services to the USA Effective Saturday, August 23
On July 30, the Trump administration eliminated the customs and duty exemption for shipments valued under $800 (just over 8,000 Norwegian kroner), effective August 29. As a consequence, it will not be possible to send this type of shipment to the United States, or Puerto Rico which is a U.S. territory, starting Saturday, August 23.
The final day for submitting shipments to the USA with a value of less than $800 will be Friday, August 22. After this date, Posten Bring will be unable to accept this type of shipment. Similar arrangements are also being introduced in other countries.
The changes to the customs and duty exemption introduced by the U.S. authorities mean that customers must now pay customs duties before the shipments can be transported to the USA. The details surrounding this have not yet been clarified by the U.S. customs authorities, and no system solutions have been developed for postal companies to use.
Postal companies in Europe are working together to gain clarity on the process and solutions that the U.S. customs authorities will require, but so far this has not been resolved. At the same time, the implementation date is being upheld.
This situation creates uncertainty regarding transportation possibilities, return processes, and liability, making suspension the only viable option. Intensive efforts are underway to obtain the necessary clarifications so that solutions can be developed and postal services can be resumed.
Exceptions
Shipments with a value of more than $800 will be processed through customs and sent as they are today. Gifts between private individuals with a value of less than $100 (just over 1,000 Norwegian kroner) are still exempt and can be sent as usual. The same applies to ordinary postal items containing documents.
The business services Business Parcel and Pick Up Parcels can be sent as before, but a 10-digit U.S. tariff code must be provided. The duties calculated during customs clearance will depend on the country of origin of the goods in the shipment, and if there are goods with origins from two different countries, all goods will be charged the highest duty. The EMS service to the USA can no longer be used.
